Travellers intending to travel out of Singapore to a VTL (Air) country/region are advised to check the prevailing entry requirements of the destination, and to exercise care and caution, especially when travelling with children. Vaccinated Travel Lane (Air) [VTL (Air)] Requirements

(a) Vaccination Requirement

(i) Eligibility and Proof of Vaccination

1. Are unvaccinated children allowed to travel under the VTL (Air)?

Unvaccinated children aged 12 and below in the calendar year may enter Singapore on the VTL (Air) (e.g. a child turning 12 in the current calendar year is allowed). Such travellers, including Long-Term Pass holders and short-term visitors, do not need to apply for a Vaccinated Travel Pass (Air) [VTP (Air)]. However, they must comply with all other VTL (Air) conditions and be accompanied by a fully vaccinated VTL (Air) traveller.

2. Are persons who are medically unfit to be vaccinated allowed to travel under the VTL (Air)?

Persons who are medically unfit to be vaccinated are not allowed to travel under the VTL (Air).

Unvaccinated short-term visitors will not be allowed to travel to Singapore.

However, unvaccinated:

  1. Singapore Citizens
  2. Permanent Residents, and
  3. Long-Term Pass holders who have received entry approval via the SC/PR Familial Ties Lane

may still travel to Singapore on a non-designated flight. They will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

3. What must travellers present as their proof of vaccination at check-in and arrival immigration?

Long-Term Pass Holder or Short-Term Visitor Overseas

A valid Vaccinated Travel Pass (Air) [VTP (Air)], which you can apply for here*, and an accepted proof of vaccination, if necessary.

*On the VTP (Air) application portal, please select one of the following options depending on your pass type:

  1. MOM Long-Term Pass Holder if you are a holder of an Employment Pass, Work Pass, Dependent's Pass, MOM Long-Term Visit Pass, etc.; or
  2. MOE Long-Term Pass Holder if you are a Student Pass holder.

4. I am a Long-Term Pass Holder or Short-Term Visitor with Singapore-issued vaccination records. How do I prove my vaccination status when applying for a VTP (Air)?

Please check if your Singapore vaccination records are valid through this link and, if necessary, re-tag your records to your most updated identification (e.g. passport/FIN/IC) number. The retagging process is not immediate. Please attempt to resubmit a VTP (Air) application only after receiving confirmation from the Ministry of Health / Health Promotion Board that your records have been successfully retagged.

You may also choose to upload the QR code on your Singapore Vaccination HealthCert issued via the Notαrise portal, if you have one. Please select 'No' when prompted if you have a 'Vaccination Certificate Issued in Singapore or Vaccination Record Ingested into Singapore's National Immunisation Registry' on the portal and proceed to upload your QR code.

5. I was fully vaccinated in a non-VTL (Air) country/region and have an accepted proof of vaccination or had my vaccination records ingested into the Singapore Ministry of Health (MOH)'s National Immunisation Registry (NIR). Do I satisfy the vaccination requirement?

Yes. If you are a Short-Term Visitor or Long-Term Pass holder with your vaccination records ingested into the NIR, please follow the instructions here.

6. What information does the vaccination certificates need to contain?

The electronic or physical vaccination certificate(s) must be an accepted proof of vaccination, and clearly state the following:

  • your name, and at least one other personal identifier such as your date of birth or passport number corresponding exactly with the information in your passport used for entry into Singapore;
  • the name(s) of vaccine(s) used; and
  • the date(s) of vaccination. The date of the last dose should be administered at least 14 days before your arrival in Singapore.

7. How may I benefit from Vaccination-Differentiated Safe Management Measures (VDS) (e.g. dine-in at F&B establishments, enter shopping malls, etc.)?

You must be vaccinated to participate in certain activities in Singapore (e.g. dining in F&B establishments, entering shopping malls, attending certain events etc.). Some activities in Singapore may require you to show your proof of vaccination.

If you were fully vaccinated in Singapore, you should be able to see your vaccination status on your TraceTogether and HealthHub apps. Your vaccination status will not expire.

If you were fully vaccinated overseas, please upload your vaccination certificate successfully during SG Arrival Card submission, or present your overseas vaccination certificates at the immigration counter on-arrival. Your vaccination status will be updated on your TraceTogether app around 1 day after arrival in Singapore, and will be valid for at least 30 days from your date of arrival. Thereafter, your vaccination status will expire. For your vaccination status to be permanently valid, you will need to present your overseas vaccination certificate and undergo a serology test at a participating clinics in Singapore. Please call the clinic prior to your visit, to confirm that they provide such services.

8. I was diagnosed with COVID-19 and have since recovered. I have been administered only one vaccine dose of a typically two-dose regimen. Am I eligible to travel under the VTL (Air)?

Yes, if the date of your vaccine dose is at least 14 days before the date of your intended arrival into Singapore and at least 28 days after the date of your first positive COVID-19 test. You must present a recovery certificate or discharge memo, which shows the date of your first positive COVID-19 test, to prove your recovery from COVID-19, in addition to your vaccination certificate showing 1 dose of vaccine.

If you are required to apply for a VTP (Air), please write to the Safe Travel Office using the enquiry form here and provide your proof of vaccination and recovery certificate or discharge memo.

VTL (Air) travellers will still need to undergo all pre- and post-arrival tests as required in the VTL (Air) Conditions, including the pre-departure PCR/ART test, and ART tests on Days 2,3,4,5,6,7 after arrival.

You do not need to present a separate recovery certificate or discharge memo if you hold an EU Digital COVID Certificate (EU DCC) of vaccination, NHS COVID Pass of vaccination, or Northern Ireland COVID certificate showing the final dose in the series (i.e. "1/1"). IF you are required to apply for a VTP (Air), you need only upload the QR code found on your vaccination certificate.

(ii) Digitally Verifiable Vaccination Certificate and QR Code Issues

1. What are the accepted proofs of vaccination and which can I upload onto the VTP portal?

For Singapore Citizens and Permanent Residents

If you are a Singapore Citizen or Permanent Resident, you need not apply for a VTP (Air). You will need to show an accepted proof of vaccination to airlines at check-in and at arrival immigration. You are encouraged to upload your vaccination certificate QR code, if you have one, as part of your Singapore Arrival Card / electronic Health Declaration Card submission to facilitate your arrival processing in Singapore. You are also strongly encouraged to self-verify your vaccination certificate prior to your trip by referring to the guide here.

For Short-Term Visitors and Long-Term Pass Holders

If you are a Long-Term Pass Holder or Short-Term Visitor (LTPH/STV) to Singapore, you need to apply for a VTP (Air). Depending on your proof of vaccination, you may be required to upload your vaccination certificate QR code on the VTP (Air) application portal. You are also strongly encouraged to self-verify your vaccination certificate prior to applying for a VTP (Air) by referring to the guide here. Those who are required to upload a QR code but cannot do so are to write to the Safe Travel Office using the enquiry form here and produce their vaccination certificate, travel documentation (e.g. passport) and other supporting documents.

  5. Physical vaccination record and a letter signed by the state, local health authority or vaccination provider to attest to the passenger's vaccination status. The attestation letter should contain:
    1. the passenger's name and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the passenger's passport used for entry into Singapore;
    2. the name of the vaccine administered for each dose; and
    3. the date when each dose was administered.
Yes, if you have the proof of vaccination in (a). Please screen-capture the QR code found on the SHC certificate and upload it into the portal.

If you have a proof of vaccination in (b) or (c), please write to the Safe Travel Office using the enquiry form here with either of the documents in (b) or (c) attached for verification.

2. Can I self-verify my vaccination certificate?

Depending on the vaccination certificate you hold, you are encouraged to check if your QR code(s) or vaccination certificate(s) is/are valid before uploading them to the portal. You may wish to use the following non-exhaustive list of applications / websites for self-verification.

If you encounter an error upon uploading the QR code on your vaccination certificate onto the VTP (Air) application portal, despite meeting the requirements above, please write to the Safe Travel Office using the enquiry form here and provide your vaccination certificate. If you are unable to obtain one of the accepted proofs of vaccination, you will not be eligible for travel on the VTL (Air).

4. Why was/were my vaccination QR code(s) not accepted in my VTP (Air) application?

Please attempt re-uploading your QR code, and ensure that:

  • If you have an India-issued vaccination certificate, that you have the 'International Travel Certificate' version, containing both your 'Date of Birth' and 'Passport Number'. If not, please request for one from the Co-Win website. Please click here for more details.
  • Your QR code was uploaded in a high-resolution, .png or .pdf format.
  • Your date of birth was keyed in the correct format (DD/MM/YYYY)
  • Your proof of vaccination is an accepted proof of vaccination
  • You have uploaded the correct number of QR codes, and you are using the correct method of QR code upload
  • You are fully vaccinated, based on this criteria
  • Your passport particulars match with your vaccination certificate. If not, where possible, please contact your issuer to re-issue your certificate with your full name as it appears on your travel documentation.
  • You replaced the special characters in your name as per this FAQ.

5. My vaccination certificate was issued in India, but I am having issues uploading the QR code. What's going wrong?

Please attempt re-uploading your QR code and ensure that you have the 'International Travel Certificate' version, containing both your 'Date of Birth' and 'Passport Number'. A sample is as below. If not, please request for one from the Co-WIN website, as per the steps also listed below.

To obtain an 'International Travel Certificate':

  • Visit https://www.cowin.gov.in/
  • Login using the "Register/Sign In' option on top right.
  • Once logged in, tap on the 'International Travel Certificate' option right next to the 'Certificate' option.
  • Now, enter all the required details such as your passport number and DOB.
  • Click on the 'Submit Request' option to get your 'International Travel Certificate'.

6. My vaccination certificate was issued in Thailand, but I am having issues uploading the QR code. What's going wrong?

Please attempt re-uploading your QR code and ensure that you have the 'International' version. A sample is as below. If not, please obtain one on the Mor Prom app by selecting 'International Certificate'.

7. My full name in my travel documentation (e.g. passport) has special or accented characters. How should I key my name in when applying for a VTP (Air)?

Please refer to the table below.

8. Why are only SMART Health Cards by certain issuers accepted?

There is a need for us to verify the identity of the issuer by checking against a list of trusted issuers, such as the CommonTrust Network (issuers listed here and here) and Vaccination Credential Initiative (issuers listed here).

Please note that individuals with an Excelsior Pass issued by the New York State in United States will need to obtain an Excelsior Pass Plus, which is an SHC accepted for travel on the VTL (Air). More information on the Excelsior Pass and Excelsior Pass Plus can be found here.

We are currently working on accepting digitally verifiable vaccination certificates by other issuers. This list will be expanded as more states and issuers are onboarded.

9. I was issued a vaccination certificate in the United States but it is not a SMART Health Card issued by an issuer on the CommonTrust Network or Vaccination Credential Initiative. Is there any alternative to showing my vaccination status for VTL travel?

You can provide either

  1. your digital vaccination record retrieved through your state's or local health authority's public health database, or
  2. your physical vaccination records and a letter signed by your vaccination provider to attest to your vaccination status; the attestation letter should contain:
    1. your name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in your passport used for entry into Singapore;
    2. the name of the vaccine administered for each dose; and
    3. the date when each dose was administered.

Singapore Citizens and Permanent Residents do not need to apply for the VTP and can just present either of the documents in (a) or (b) above for verification at the airlines check-in counter pre-departure and on arrival at the Singapore immigration.

Short-term Visitors and Long-Term Pass Holders who need to apply for the VTP but cannot upload their vaccination certificate can write to the Safe Travel Office using the enquiry form here either of the documents in (a) or (b) above for verification.

(b) Travel History Requirement

1. How is the 14-day travel history determined?

If the scheduled day of departure of the traveller's fight to Singapore is D (e.g. 19 October 2021), the traveller must have only travelled to or transited via one or more of the VTL (Air) countries/regions, Category I countries/regions and/or Singapore from D-14 to D (i.e. 5 to 19 October 2021, if D is 19 October 2021).

2. Do I need to remain in a VTL (Air) country/region for 14 consecutive days before travelling to Singapore?

No, your travel history within the past 14 consecutive days before departure for Singapore may consist of one or more of the VTL (Air) countries/regions, Category I countries/regions and/or Singapore. For example, your travel history may include 4 days in Hong Kong, 3 days in Canada and 7 days in the United States.

3. I am travelling from Singapore to a VTL (Air) country/region and will be back in less than 14 days. Will i be eligible to return to Singapore on the VTL (Air)?

Yes, you will be eligible for the VTL (Air) so long as your travel history within the past 14 consecutive days before departure for Singapore only consists of one or more of the VTL (Air) countries/regions, Category I countries/regions and/or Singapore. For example, your 14-day travel history may include 5 days in Singapore, 5 days in the United Kingdom, and 4 days in Germany.

4. I am currently in a non-VTL (Air) and non-Category I country/region but will be travelling to VTL (Air) countries/regions. Will I be eligible for the VTL (Air)?

You may be eligible for the VTL (Air) if your travel and transit history within the past 14 consecutive days before departure for Singapore only consists of one or more of the VTL (Air) countries/regions, Category I countries/regions and/or Singapore.

However, if you were in a non-VTL (Air) and non-Category I country/region at any point within the past 14 days, you will not be eligible for the VTL (Air).

5. I am only travelling to VTL (Air) countries/regions, but will transit via a non-VTL (Air) and non-Category I country/region in my departing flight from Singapore. Will I be eligible to return to Singapore on the VTL (Air)?

No, you will not be eligible for the VTL (Air). However:

  • Singapore Citizens
  • Permanent Residents, and
  • Long-Term Pass holders who have received entry approval via the Work Pass Holder General Lane, Student's Pass Holder Lane, or SC/PR Familial Ties Lane may still travel to Singapore on a non-designated flight. They will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

6. I intend to arrive in Singapore on a designated VTL (Air) flight, but will transit via a non-VTL (Air) and non-Category I country/region prior to that flight. Will I be eligible for the VTL (Air)?

No, you will not be eligible for the VTL (Air). However:

  • Singapore Citizens
  • Permanent Residents, and
  • Long-Term Pass holders who have received entry approval via the Work Pass Holder General Lane, Student's Pass Holder Lane, or SC/PR Familial Ties Lane may still travel to Singapore on a non-designated flight. They will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

7. I intend to transit via a Category I country/region immediately before arriving in Singapore. Will I be eligible for the VTL (Air)?

At this point in time, there are no designated VTL (Air) flights operating from Category I countries/regions to Singapore. You will not be eligible for the VTL (Air) as you do not fulfill the requirement to arrive in Singapore on a designated VTL (Air) flight.

8. I have an EU Digital COVID Cetificate (EU DCC) issued in a non-VTL (Air) country/region. Can I have travel history to non-VTL(Air) and non-Category I countries/regions?

No, travellers may not have travel history to non-VTL (Air) country/region and non-Category I countries/regions.

Travellers withe EU DCCs issued in any European Union Member States or non-EU countries that have joined the EU DCC system may seek entry into Singapore under the VTL (Air). However, they must continue to fulfil all VTL (Air) conditions. This includes:

  1. having only travelled to or transited via one or more of the VTL (Air) countries/regions, Category I countries/regions and/or Singapore, in the last 14 consecutive days prior to departure for Singapore, and;
  2. arriving in Singapore on a designated VTL (Air) flight from any of the VTL countries/regions.

(c) Pre-Departure COVID-19 Test

Note: Children aged 2 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2019) are not required to undergo a pre-departure COVID-19 test.

1. Are travellers under the VTL (Air) required to take any pre-departure COVID-19 tests?

All travellers, except those aged 2 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2019), must undergo a COVID-19 polymerase chain reaction (PCR) test or Antigen Rapid Test (ART) within 2 days before departure for Singapore.

If the pre-departure test is taken on 1 November 2021, it will be valid for departures up to 3 November 2021, 2359 hours

The pre-departure COVID-19 test must be taken at an internationally accredited or recognised laboratory, clinic, or medical facility. The test result certificate must be in English and state the following:

  • the traveller's name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the traveller's passport used for entry into Singapore;
  • a negative COVID-19 test result;
  • the date and time when the COVID-19 test was taken; and
  • the name of the testing institution conducting the COVID-19 test.

If the personal details used are not stated in the passport, the traveller should have the relevant identity document on hand for verification. Handwritten negative test results are not accepted.

Travellers are responsible for making their own appointments with the testing institutions to take their pre-departure COVID-19 test. They must also bear the cost of their pre-departure COVID-19 test. Please check with the listed testing institutions for the cost of the test.

Travellers, who are unable to produce a valid pre-departure COVID-19 test result certificate during check-in at the departure airport, will be refused boarding by the airline.

2. When must the pre-departure COVID-19 test be taken before the flight?

The pre-departure COVID-19 test must be taken within 2 days before departure for Singapore. To illustrate, if the pre-departure test is taken on 1 November 2021, it will be valid for departures up to 3 November 2021, 2359 hours.

Direct Flight

For travellers who take a direct flight, the 2 days will be counted from the departure of the flight to Singapore

Connecting Flight

For travellers who have to take connecting flight(s), if the total transit duration for the trip is:

  • within 24 hours, the 2 days will be counted from the departure of the first leg
  • more than 24 hours, the 2 days will be counted from the departure of the last leg (i.e. the flight to Singapore)

The total transit duration comprises ground time only and does not include flight time.

(d) Designated VTL (Air) Flights

1. What are the designated VTL (Air) flights?

The list of airlines approved to operate designated VTL (Air) flights is available in the VTL (Air) Traveller's Checklist.

Please check the websites of the respective airlines for the date of commencement of VTL (Air) flights and the flight details. Travellers should note that not all flights departing from VTL (Air) countries/regions and operated by the approved airlines are designated. They are strongly encouraged to consult their airlines to confirm the flight numbers and days of operation of the designated VTL (Air) flights.

2. Are travellers guaranteed a ticket on a designated VTL (Air) flight to Singapore if they have a VTP (Air)?

Having a VTP (Air) does not guarantee travellers a ticket on a designated VTL (Air) flight to Singapore. Travellers are responsible for obtaining their own tickets. Similarly, having a ticket on a designated VTL (Air) flight to Singapore does not guarantee a VTP (Air).

3. I have a VTP (Air) and I meet all the requirements under the VTL (Air). However, I did not manage to get a ticket on a designated VTL (Air) flight to Singapore. Will I still be allowed to enter Singapore?

As required under the VTL (Air) Conditions, a VTP (Air) holder must arrive in Singapore on a designated VTL (Air) flight. Short-term visitors and long-term pass holders who did not arrive on a designated VTL (Air) flight to Singapore may be denied entry into Singapore.

Singapore Citizens and Permanent Residents may return home to Singapore regardless, but will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

4. What flights may Singapore Citizens and Permanent Residents take in order to enter Singapore?

Singapore Citizens and Permanent Residents may only arrive in Singapore on a designated VTL (Air) flight in order not to serve a Stay-Home Notice (SHN). Instead, they will undergo a COVID-19 PCR test on-arrival at the airport. They must meet the requirements to be eligible for a designated VTL (Air) flight. Upon the completion of their on-arrival COVID-19 PCR test, travellers must commute directly to their declared self-isolation accommodation. They must self-isolate there until they are notified of a negative PCR test result.

Those arriving in Singapore on a non-designated flight will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

5. What flights may Long-Term Pass holders take in order to enter Singapore?

Long-Term Pass holders holding a VTP (Air) may only arrive in Singapore on a designated VTL (Air) flight within the validity period of the VTP (Air) issued. Otherwise, they may be denied entry into Singapore.

Long-Term Pass holders holding a Approval Letter of Entry (ALE) via the Work Pass Holder General Lane, Student's Pass Holder Lane, or SC/PR Familial Ties Lane may only travel to Singapore on a non-designated flight and will be subject to the prevailing Stay-Home Notice (SHN) and COVID-19 test requirements upon entry into Singapore.

6. What flights may short-term visitors take in order to enter Singapore?

Short-term visitors who are VTP (Air) holders may only arrive in Singapore on designated VTL (Air) flights within the validity period of the VTP (Air) issued. Otherwise, they will be denied entry into Singapore.

7. What must travellers present to airline staff during check-in at the departure airport for Singapore?

When checking in at the departure airport, travellers must present the following to the airline staff:

  • [not applicable for children aged 12 and below in the calendar year] a valid VTP (Air) (electronic or physical copy) for the specified period of entry into Singapore;
  • [not applicable for children aged 12 and below in the calendar year] an accepted proof of vaccination, which can be in the form of:
    • a proof of vaccination on an accepted mobile application, or
    • a vaccination certificate, stating the following:
      • the traveller's name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the traveller's passport used for entry into Singapore;
      • the name(s) of vaccine(s) used; and
      • the date(s) of vaccination. The date of the last dose should be administered at least 14 days before the traveller's arrival in Singapore.
  • [not applicable for children aged 2 and below in the calendar year] a valid pre-departure COVID-19 Polymerase Chain Reaction (PCR) or Antigen Rapid Test (ART) test result certificate (electronic or physical copy) in English stating the following:
    1. the traveller's name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the VTP (Air) holder's passport used for entry into Singapore;
    2. a negative COVID-19 test result;
    3. the date and time when the COVID-19 test was taken, which must be within 2 days before departure for Singapore; and
    4. the name of the testing institution conducting the COVID-19 test, which must be from the list of internationally accredited or recognised laboratories, clinics, or medical facilities

In addition, visa-required short-term visitors must present a valid visa.

A traveller who does not have any of the above may be refused boarding by the airline.

8. What should travellers do if they intend to travel to Singapore under VTL, but had booked themselves onto a non-designated flight?

They should approach the airline for assistance to rebook a ticket on a designated VTL flight.

9. What should travellers do if they are ineligible for the VTL, but had booked themselves onto a designated VTL flight?

They should approach the airline for assistance to rebook a ticket on a non-designated VTL flight.

10. I have an EU Digital COVID Certificate (EU DCC) issued in a non-VTL (Air) country/region. Can I transit via a VTL country/region and take a designated VTL flight to Singapore?

No, you will not be allowed to board the designated VTL flight, as your would have had travel history to a non-VTL (Air) and non-Category I country/region.

Travellers with EU DCCs issued in any European Union Member States or non-EU countries that have joined the EU DCC system may seek entry into Singapore under the VTL (Air). However, they must continue to fulfil all VTL (Air) conditions.

11. Do travellers need a return flight ticket to enter Singapore?

Travellers under the VTL (Air) do not need a return flight ticket to enter Singapore. However, they are advised to check with the relevant authorities on the entry requirements of the country/region to which they are travelling after Singapore.

12. Are travellers required to take designated VTL flights to depart from Singapore?

No, the VTL (Air) is meant for travellers who intend to seek entry into Singapore. For travellers flying departing from Singapore, it will depend on the inbound requirements of the destination country/region. Currently, there are no requirements for designated VTL (Air) flights.

13. Can transfer/transit passengers travel on designated VTL (Air) flights?

Transfer/transit passengers who are fully vaccinated with WHO EUL vaccines may travel on designated VTL (Air) flights, regardless of where they were issued their vaccination certificate and regardless of their travel history, as long as they are able to show proof of vaccination.

At this point in time, travellers will only be able to transfer through Singapore Changi Airport if they are travelling with an airline whose transfer routes have been approved by the Civil Aviation Authority of Singapore (CAAS). They are required to be through-checked to their onward destination, as they will not be allowed to clear arrival immigration. Travellers should confirm with their airline on their eligibility to transfer.

(e) On-Arrival COVID-19 PCR Test at the Airport and Self-Isolation

Note: Children aged 2 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2019) are not required to undergo an on-arrival COVID-19 PCR test.

1. Where is the on-arrival COVID-19 PCR test conducted?

The on-arrival COVID-19 PCR tst will be conducted at a testing facility within the airport, after arrival immigration clearance and baggage collection. Travellers will be guided by airport staff to the testing site.

2. How much does the on-arrival COVID-19 PCR test cost?

Each test costs S$125 (including Goods and Services Tax). You are strongly encouraged to book and make payment for the test before you arrive in Singapore.

3. Can travellers choose to undergo the on-arrival COVID-19 PCR test in clinics or hospitals in Singapore?

No, travellers are required to undergo the on-arrival COVID-19 PCR test at the airport. A testing facility has been set up within the airport with a safe management process in place to enable travellers to undergo the test as smoothly and quickly as possible after disembarkation from their flight and arrival immigration clearance.

4. Will ART kits for the unsupervised self-administered COVID-19 ARTs on Day 2,4,5 and 6 be provided on arrival?

ART kits will not be provided upon arrival. Travellers may use their own self-test kits to administer their ART. If they do not have ART kits, they may either bring along ART kits authorised for use in Singapore from their country/region of departure, or purchase authorised ART kits from any local clinic, pharmancy, retailer or e-commerce platform.

If travellers are serving their self-isolation pending their on-arrival COVID-19 PCR test results, they may obtain ART kits via applications such as Grab and foodpanda which offer 24/7 delivery. Those residing in hotels can also seek their hotel concierge's assistance to help them obtain ART kits. They should not leave their place of accommodation to purchase ART kits prior to receiving their negative PCR test results on Day 1. They may only leave their place of accommodation after self-administering their ART on Day 2.

5. What happens if travellers refuse to undergo the on-arrival COVID-19 PCR test?

Among other measures which may be taken. if travellers refuse to undergo the on-arrival COVID-19 PCR test, they may have their VTP (Air) cancelled and be refused entry into Singapore. In such an event, travellers may also be liable for all cost incurred for their repatriation, including custody and maintenance pending repatriation.

6. What are the requirements for transportation from the airport to the declared place of accommodation, after taking the on-arrival COVID-19 PCR test?

After taking the COVID-19 PCR test, travellers are to immediately take private transportation, taxi, or private hire car (e.g. GrabSHN, Go-Jek, Ryde, MVL(TADA), via the respective providers' apps) from the airport to their declared place of accommodation.

Travellers entering Singapore on an approved VTP (Air) may be picked up from the airport by their company / family member / friend in a private vehicle. There should not be more than one person picking the traveller up from the airport.

Travellers must be transported directly to their declared place of accommodation to await their COVID-19 PCR test results. All persons in the private vehicle must wear face masks throughout the journey. The following precautionary measures are also strongly encouraged:

  • The traveller should sit alone in the back seat and the front passenger seat should be left unoccupied.
  • If more than one traveller is picked up, travellers sharing the same vehicle should have the same travel history and head to the same declared accommodation.
  • The vehicle windows should be wound down and the air-conditioning turned off, where practical.
  • After the traveller has been dropped off at his/her declared accommodation, the driver should wipe down the vehicle. Please refer to the National Environment Agency (NEA) guidelines for surface cleaning and disinfection.

7. What should travellers do if their flight arrives earlier than their hotel check-in time?

Travellers must proceed immediately to their place of accommodation for self-isolation. They are not allowed to stay in the airport or wait in the hotel lobby prior to check-in. They should seek their hotel's assistance to arrange for early check-in. If this is not possible, they can cancel or modify their reservation and arrange a booking at another hotel for self-isolation.

8. What should travellers do if they do not receive their on-arrival COVID-19 PCR test results after 24 hours?

9. What should travellers do if they test positive for COVID-19?

Travellers who have tested positive should expect to receive an Isolation Order (IO). Please visit this page for information on the recovery procedure.

Please also note that if a traveller's test result is confirmed to be positive, all persons who had shared the same room with the traveller, as well as those identified to be a close contact, should follow MOH's Protocol 3 and may be served with a Health Risk Warning (HRW).

(f) Post-Arrival COVID-19 Antigen Rapid Tests (ARTs)

Note: Children aged 2 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2019) are not required to undergo post-arrival ARTs.

Travellers entering Singapore with effect from 6 December 2021, 2359hrs, SGT, will also be required to undergo self-administered COVID-19 ARTs using self-procured ART kits on Days 2, 4, 5 and 6 of their arrival in Singapore. This is in addition to the supervised ARTs on Days 3 and 7.

GENERAL MATTERS

1. Why do travellers need to undergo post-arrival ARTs?

To step up detection and containment of the Omicron variant until more information is available, we are enhancing our testing protocols and procedures for travellers.

2. On which days do travellers need to undergo post-arrival ARTs?

Travellers must undergo supervised self-administered COVID-19 ARTs at Quick Test Centres (QTCs) or Combined Test Centres (CTCs) on Days 3 and 7 of their arrival in Singapore, and unsupervised self-administered COVID-19 ARTs using self-procured ART kits on Days 2, 4, 5 and 6 of their arrival in Singapore.

The day that the traveller clears arrival immigration for entry into Singapore is counted as Day 1. To illustrate, if the traveller clears arrival immigration at 0030 hours (Singapore time) on 7 December 2021 (i.e. Day 1), he/she is required to undergo COVID-19 tests on the following days:

3. Are children required to undergo post-arrival ARTs?

Children aged 2 and below in this calendar year are not required to undergo post-arrival ARTs.

4. What if travellers intend to leave Singapore on the day of their scheduled ART?

If the traveller's day of departure from Singapore is on the day of the test, they are exempted from taking their scheduled ART on that day. The traveller's day of departure from Singapore is defined as the scheduled day of departure of their flight or ferry, or the day they clear departure immigration if they depart by land.

5. Should travellers attend or perform their scheduled ARTs if they are unwell?

Travellers who are feeling unwell, with symptoms such as fever, cough, or sore throat, should seek medical attention at their nearest Swab and Send Home (SASH) clinic. They should take private transport, taxi or private hire car to the SASH clinic, and return to their place of accommodation immediately after their test. Use of public transport is not allowed. They do not need to attend or perform their scheduled ART on that day, but should remain contactable via their declared mobile number and email address.

6. What should travellers do if they test positive for COVID-19 on any of their ARTs?

Travellers who test positive for any of their supervised or unsupervised ARTs must self-isolate immediately, book an appointment for a confirmatory PCR test at a Combined Test Centre (CTC) via the booking link provided as soon as possible and undergo the PCR test no later than 1600 hours on the day after testing ART positive. This will be provided free-of-charge. They do not need to attend or perform their scheduled ART if it falls on the same day as their PCR test, but should remain contactable via their declared mobile number and email address.

Travellers should take private transport, taxi or private hire car to the CTC, and return to their place of accommodation immediately after their test. Use of public transport is not allowed. If they were planning to depart from Singapore, they should defer their travel plans, attend their confirmatory PCR test, and await their PCR test results. They should not leave their place of accommodation other than to undergo the PCR test and until their PCR test result is confirmed to be negative.

Failure to do so may constitute an offence under the Infectious Diseases Act (IDA). A traveller who fails to undergo the required COVID-19 tests may also be required to serve a Stay-Home Notice (SHN) / Stay Order.

7. How will travellers receive their confirmatory PCR test results?

Travellers will be able to view their confirmatory PCR test results on their TraceTogether app. If it is shown as negative, they may proceed with their daily activities and continue undergoing daily scheduled ARTs up to Day 7. Do note that data from test providers may take time to update. If the results are not updated after 48 hours, please contact support@tracetogether.gov.sg.

8. What should travellers do if they test positive for COVID-19 on their PCR test?

If travellers test positive for COVID-19 on a PCR test, further isolation and treatment measures will be imposed on them, in accordance with the Ministry of Health's protocols. They should remain in their place of accommodation, and not come into close proximity with any other person. The Ministry of Health will contact them with further details on how their case will be managed.

9. Do travellers need to undergo post-arrival ARTs if they will be going onboard a "Cruise to Nowhere"?

Travellers are require to comply with the conditions of the VTL (Air), including undergoing post-arrival ARTs on the scheduled dates. They should postpone thier plans such that they can comply with the testing regime.

10. What are the penalties if travellers miss their scheduled tests?

Failure to undergo the required COVID-19 tests may constitute an offence under the Infectious Diseases Act, and may render the traveller liable upon conviction, in the case of a first offence, to a fine not exceeding S$10,000 or imprisonment for a term not exceeding 6 months or to both. For subsequent offence(s), the traveller may be liable on conviction to a fine not exceeding S$20,000 or imprisonment for a term not exceeding 12 months or to both.

A traveller who fails to undergo the required COVID-19 tests may also be required, for public health reasons, to serve a Stay-Home Notice (SHN) / Stay Order pursuant to the Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020, and to pay for all charges related to his/her stay, as well as any additional COVID-19 tests required as part of the SHN regime.

Further, the traveller's VTP (Air), and/or Visit Pass or Long-Term Pass, may be cancelled, and in such an event, he/she may be liable for the cost of their repatriation, including custody and maintenance pending repatriation. Future VTP (Air) applications may also be rejected.

SUPERVISED ARTS ON DAYS 3 AND 7

11. How much do the supervised ARTs cost?

The cost of each ART is S$15 (inclusive of Goods and Services Tax). Travellers will bear the cost of the tests.

Payment is to be made at the Quick Test Centres (QTCs) or Combined Test Centres (CTCs) through cashless modes such as Mastercard, NETS, PayNow and Visa. Cash will not be accepted.

12. Can travellers bring their own ART self-test kits to the test centres?

No, travellers must use the ART self-test kits provided at the test centres. The S$15 includes payment for the ART kits.

13. What are the test centres that travellers can go to for their supervised ARTs?

They can visit any of the Quick Test Centres (QTCs) or Combined Test Centres (CTCs).

14. Can a traveller go to a clinic for their supervised ARTs instead of the Quick Test Centres or Combined Test Centres?

No, travellers must only go to the Quick Test Centres (QTCs) or Combined Test Centres (CTCs). Otherwise, the traveller's attendance will not be tracked, and test results will not be captured.

15. How do travellers book their appointments for their supervised ARTs?

Travellers will be provided with a weblink to book their ARTs at a Quick Test Centre (QTC) or Combined Test Centre (CTC) via the contact number and/or email address they had declared in the Singapore Arrival Card (SGAC) and/or electronic Health Declaration Card (eHDC).

They should schedule an appointment once they have received the instructions from the Safe Travel Office (STO), and take the ARTs at the QTC or CTC on the appropriate dates. They can only book an appointment for their second test (Day 7) after they have attended their first test (Day 3).

16. Are children required to undergo supervised ARTs?

Children aged 2 and below in this calendar year are not required to undergo post-arrivals ARTs. Children aged 3 to 12 must undergo their Day 3 and Day 7 ARTs at the Quick Test Centres (QTC) or Combined Test Centres (CTCs) and be accompanied by a caregiver aged 21 years old and above. The caregiver may be required to help administer the test if the minor is unable to do so.

17. Do travellers need to self-isolate after their supervised ART?

No, travellers are not required to self-isolate after their Day 3 and Day 7 ARTs. Self-isolation is only required pending the results of the on-arrival COVID-19 PCR test at the airport.

However, if tested positive for their ART, travellers must self-isolate immediately. They must book an appointment for a confirmatory PCR test at a Combined Test Centre (CTC) via the booking link provided as soon as possible and undergo the PCR test no later than 1600 hours on the day after testing ART positive.

18. How soon will the results of the supervised ARTs be out?

If tested positive for their supervised ART, travellers will be informed via a phone call to their registered mobile number (regardless of whether it is a Singapore mobile number).

Travellers with a registered local mobile number can expect to receive their results via SMS within 2 hours. Those without a local mobile number can expect to receive their results via email within 12 hours.

Travellers should not wait for their test results at the test centre due to space constraints. They may leave the test centre once they have completed their self-administered ART and await notification of their test results via SMS or email.

19. What should travellers do if they have an invalid ART result for their supervised ART?

Travellers with an invalid ART result for their supervised ART will be required to return for a retest. This will be provided free-of-charge.

20. Are travellers allowed to reschedule their Day 3 and Day 7 ARTs to other days?

No, travellers are required to undergo COVID-19 ARTs at a Quick Test Centre (QTC) or Combined Test Centre (CTC) on Day 3 and Day 7 of their arrival in Singapore.

Failure to do so may constitute an offence under the Infectious Diseases Act (IDA). A traveller who fails to undergo the required COVID-19 tests may also be required to serve a Stay-Home Notice (SHN) / Stay Order.

UNSUPERVISED ARTS ON DAYS 2, 4, 5 AND 6

21. Where can travellers obtain ART self-test kits?

Travellers may use their own self-test kits to administer their ART. If they do not have ART kits, they may either bring along ART kits authorised for use in Singapore from their country/region of departure, or purchase authorised ART kits from any local clinic, pharmacy, retailer or e-commerce platform. ART kits will not be provided upon arrival.

If travellers are serving their self-isolation pending their on-arrival COVID-19 PCR test results, they may obtain ART kits via applications such as Grab and foodpanda which offer 24/7 delivery. Those residing in hotels can also seek their hotel concierge's assistance to help them obtain ART kits. They should not leave their place of accommodation to purchase ART kits prior to receiving their negative PCR test results on Day 1. They may only leave their place of accommodation after self-administering their ART on Day 2.

22. Are there specific ART kits that travellers may use for self-testing?

Travellers are advised to only purchase and use COVID-19 self-test kits authorised for use in Singapore by the Health Sciences Authority (HSA). As these tests are meant to be used by consumers, no doctor's prescription is required for their purchase.

23. How much does an ART kit cost?

ART kits typically cost less than S$15 and can be obtained from any local clinic, pharmacy, retailer or e-commerce platform.

24. How do travellers self-administer an ART?

Travellers are strongly encouraged to view the materials here to learn how to self-administer an ART. They can follow the step-by-step instructions while administering their ART.

Travellers may also refer to MOH's guidelines on COVID-19 self-testing to ensure the correct use and appropriate follow-up actions based on the results of the self-testing. MOH's simple guide to ART self-test kits is available in different languages at the following links:

25. Are there any age restrictions on the use of ART kits?

Children under the age of 2 are not required to perform ARTs. Generally, those below 12 years old will require an adult's assistance to administer the ART self-test.

26. What time do travellers need to perform their ART and submit their test results?

Travellers are required to self-administer their ART before leaving their place of accommodation on Days 2, 4, 5 and 6 of their arrival in Singapore. They should submit their test results immediately after obtaining a valid test result.

Those who do not intend to leave their place of accommodation may perform their ART at any time on Days 2, 4, 5 and 6, and submit their results via the provided webform by 2359 hours on the scheduled day of the test. They must still perform their ARTs even if they are not going out.

27. How do travellers submit their test results?

The weblink for results submission will be provided to travellers after their arrival in Singapore via the email address they had declared in the Singapore Arrival Card (SGAC) and/or electronic Health Declaration Card (eHDC).

28. How long will it take to obtain the results of the self-administered ART?

The results should be visible within 15 minutes and should be reflected as follows. If it appears as invalid, please repeat the test and submit a valid (i.e. positive or negative) test result via the webform.

(g) Additional Requirements for Short-Term Visitors

(i) Visa Application

1. Do visitors with a valid VTP (Air) need to apply separately for a visa to enter Singapore?

Visitors, who require a visa to enter Singapore, must separately obtain a visa. They are advised to do so after receiving their VTP (Air) approval and before departing for Singapore.

If visitors have already been issued with visas that are still valid or if they are eligible for the visa-free transit facility, they do not need to apply for a visa.

2. How long can visitors stay in Singapore?

Visitors who are granted entry into Singapore will be issued with a visit pass by the Singapore Immigration & Checkpoints Authority (ICA) at the immigration checkpoints. The duration of stay in Singapore will be generally aligned to that accorded to the passport holder prior to the COVID-19 pandemic.

Please note that the VTP (Air) is not an immigration visit pass. It only allows visitors to travel to and seek entry into Singapore within a specified period.

3. Are visitors able to extend their duration of stay in Singapore?

All applications for extension of visit pass must be submitted online using ICA's e-service here at least seven days prior to the expiry of the visit pass to avoid overstaying. Each application will be considered on its own merits and there is no guarantee that an extension will be granted.

(ii) Mandatory COVID-19 Travel Insurance Coverage

1. Why is there a need for visitors to purchase COVID-19 travel insurance?

This is to ensure that short-term visitors will be able to bear the full cost of medical treatment, tests and isolation imposed on them for public health reasons, should they be suspected of being infected with COVID-19, or require medical treatment for COVID-19 while in Singapore. Those who test positive for COVID-19 typically receive care in private hospitals.

2. What is the minimum coverage for COVID-19 travel insurance?

Visitors must purchase travel insurance for the entire duration of their stay in Singapore, with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs, prior to travelling to Singapore. Should their COVID-19 treatment cost go beyond S$30,000, visitors will have to pay for the excess.

3. Do visitors need to show proof of travel insurance purchase when they apply for the VTP (Air)?

Visitors will have to declare, at the point of VTP (Air) application, that they will purchase travel insurance, with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs, prior to travelling to Singapore. They must also carry with them an electronic or physical copy of their insurance policy to facilitate their entry into Singapore.

4. What penalties will be imposed on the visitor if he/she did not buy the insurance prior to entering Singapore?

Purchase of travel insurance is a condition of the VTL (Air). Non-compliance with any of the conditions of the VTL (Air) may result in refusal of entry into Singapore and/or cancellation of the VTP (Air) and/or Visit Pass. In such an event, the VTP (Air) holder may be repatriated, and be liable for the cost of his/her repatriation, including custody and maintenance pending repatriation. Future VTP applications may also be rejected.

1. Must every visitor use TraceTogether?

Yes. All visitors to Singapore must download the TraceTogether app prior to their departure for Singapore. Upon arrival, visitors must activate and use the app for the duration of their stay in Singapore.

Travellers may also obtain a TraceTogether token after arriving in Singapore. More details can be found here. As each token is uniquely tagged to each individual, visitors are reminded to carry their own tokens with them wherever they go, and not exchange their tokens with others.

Children aged 6 and below in the calendar year (i.e. in the year 2021, those born in or after 2015) are exempted from the TraceTogether requirement.

2. After downloading the TraceTogether app, how do I activate it?

After downloading the TraceTogether app, you need to follow the instructions that appear when you launch the app. You will need to verify your mobile number with an SMS One-Time Password and register your profile on the app with the same identification number, nationality and date of birth as those shown in the passport that you are using to enter Singapore.

Please ensure that your TraceTogether App is updated to the latest version. You will see the Holding Screen after you have registered your profile. You must click on the 'ACTIVATE APP' button on the Holding Screen immediately after you have cleared arrival immigration in Singapore. Follow the instructions until you reach the Home Screen.

3. I have downloaded the TraceTogether app, but I cannot activate the app. What should I do?

Please check that your app has been updated to the latest version.

You can activate your app only after clearing Singapore immigration. There might be a short lag time between after your have cleared immigration and before you can activate the app.

If you still are unable to activate your app after immigration clearance, it could be because you did not register your profile with the same identification number, nationality and date of birth as those shown in the passport that you have used to enter Singapore. If so, follow the instructions to be navigated back to the Holding Screen.

You can edit your passport details by clicking the 'edit' button on the Holding Screen, as indicated below.

4. If I change my mobile device or SIM card when I arrive in Singapore, do I need to download the TraceTogether app again?

If you change your mobile device, you are required to download the TraceTogether app again on your new mobile device and activate it by following the instructions that appear when you launch the app.

If you change your SIM card but are still using the same mobile device, you will not need to download the TraceTogether app again.

Please ensure that you keep your mobile device's Bluetooth function turned on so that the TraceTogether app remains activated throughout your stay in Singapore.

5. What happens if visitors do not have a mobile device to download the TraceTogether app?

All visitors must have a mobile device to download the TraceTogether app. They are responsible for ensuring that their mobile device is compatible with the TraceTogether app. The TraceTogether App can be downloaded from the iOS App Store, Google Play Store and Huawei App Gallery.

Visitors with mobile devices that are unable to download the TraceTogether app, may wish to rent a mobile device that is compatible. Upon collection, they must download the TraceTogether app and immediately register their profile on the app with their Singapore mobile number and the same identification number, nationality and date of birth as those shown in the passport used to enter Singapore.

Visitors who have rented a mobile device must carry it with them at all times during their stay in Singapore until it is returned. If you change to another mobile device during your stay in Singapore, you must download and activate the TraceTogether app on that device. You must also retain the app on that device for the rest of your stay.

6. What happens if visitors are unable to receive an SMS One-Time Password (OTP) to register their profile on the TraceTogether app?

Visitors who can download the TraceTogether app but are unable to obtain an SMS OTP to register their profile on the app due to network restrictions, can purchase a Singapore SIM card. Upon purchase, visitors are to activate the Singapore SIM card and immediately register their profile on the TraceTogether app with their Singapore mobile number and the same identification number, nationality and date of birth as those shown in the passport used to enter Singapore.

7. Can visitors switch off their mobile devices while in Singapore?

No, visitors must keep their mobile devices and the Bluetooth function switched on at all times while in Singapore.

8. Will my vaccination status show on my TraceTogether app? What should I do if my vaccination status expires?

If you were fully vaccinated in Singapore, you should be able to see your vaccination status on your TraceTogether and HealthHub apps. Your vaccination status will not expire.

If you were fully vaccinated overseas, please ensure that you complete one of the following:

  1. [For LTPH/STVs only] upload your vaccination QR code in your VTP (Air) application (if required);
  2. [For SC/PRs only] upload your vaccination certificate on your SG Arrival Card submission; or
  3. present your overseas vaccination certificate at the immigration counter on-arrival.

Your vaccination status will be updated on your TraceTogether app around 1 day after arrival in Singapore, and will be valid for at least 30 days from your date of arrival. Thereafter, your vaccination status will expire. For your vaccination status to be permanently valid, you will need to present your overseas vaccination certificate and undergo a serology test at participating clinics in Singapore. Please call the clinic prior to your visit, to confirm that they provide such services. 9. [Valid until 31 Dec 2021, 2359hrs] Where do visitors return their TraceTogether tokens?

Visitors must return their own TraceTogether tokens in-person at any of the following places: Changi Recommends booths at the Changi Airport Departure Hall, Seletar Business Aviation Centre at Seletar Airport, Woodlands Checkpoint, Tuas Checkpoint or Tanah Merah Ferry Terminal, prior to their departure from Singapore.

The S$50 deposit will be refunded if:

  1. the TraceTogether token the visitor is returning belongs to him/her; and
  2. the visitor had made a deposit for the TraceTogether token being returned; and
  3. the TraceTogether token is not faulty or damaged.

10. [On or after 1 Jan 2022] I paid a S$50 deposit when I rented my TraceTogether token. Do I need to return my token, and how will I be refunded my deposit?

You do not need to return your token.

If you paid for your deposit by cash, please proceed to the location where you obtained your token, which may be any of the following places: Changi Recommends booths at the Changi Airport Departure Hall, Seletar Business Aviation Centre at Seletar Airport, Woodlands Checkpoint, Tuas Checkpoint or Tanah Merah Ferry Terminal, prior to your departure from Singapore. You will be refunded your S$50 in cash.

If you paid for your deposit via credit card, the S$50 deposit will automatically be refunded to the credit card that was used to pay for the deposit, by the end of February 2022.

Application for the Vaccinated Travel Pass (Air) [VTP (Air)]

Note: Singapore Citizens, Permanent Residents and unvaccinated children aged 12 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2009) are not required to apply for a VTP (Air). However they must comply with all other VTL conditions.

1. How long will it take for a VTP (Air) application to be processed?

All travellers who successfully submit their application will be issued with a VTP (Air) immediately.

2. Is there a fee to apply for a VTP (Air)?

No, there is no fee payable for the application of a VTP (Air).

3. Do travellers travelling with family members need to apply a VTP (Air) for every individual?

Yes, each traveller will require a VTP (Air).

4. Is there a limit to the number of times travellers can apply for a VTP (Air)?

There is no limit to the number of times travellers can apply for a VTP. Every entry into Singapore requires a new VTP (Air) application.

5. How long is the validity of a VTP (Air)?

A VTP (Air) is valid for single entry into Singapore anytime from the traveller's intended date of entry and up to six calendar days after.

For example, travellers who hold a valid VTP (Air) to enter Singapore on 8 September 2021, have up to 14 September 2021 to do so should they need to make changes to their flight departure date.

6. Once a VTP (Air) application is approved, can the relevant authorities change the VTL (Air) conditions or even cancel the VTP (Air)?

Given the evolving nature of the COVID-19 pandemic, the relevant authorities in Singapore may introduce new measures or requirements as and when necessary to safeguard public health. This may result in changes to the VTP (Air) conditions or cancellation of the VTP (Air) at short notice. Applicants will be notified of any such changes or cancellation of their VTP (Air).

7. Do Singapore Citizens and Permanent Residents need to apply for an VTP (Air)?

Singapore Citizens and Permanent Residents do not need to apply for a VTP to travel to Singapore under the VTL, as they can return to Singapore without the need for entry approval provided they adhere to the VTL requirements. Please click here for more information on the requirements.

8. I have an In-Principle Approval (IPA) for a Long-Term Pass. How should I apply for the VTP (Air)?

Travellers with IPA for Long-Term Passes issued by the Ministry of Education (MOE) or the Immigration & Checkpoints Authority (ICA) should submit their VTP (Air) application under the 'Short-Term Visitor' traveller type. They will need to comply with all the conditions of the VTP (Air) that apply to short-term visitors.

Those with IPA for Long-Term Passes or a Long-Term Visit Pass (LTVP) issued by the Ministry of Manpower (MOM) should submit their VTP (Air) application under the 'Singapore Long-Term Pass Holder' traveller type.

9. Why was I unsuccessful in applying for a VTP (Air)?

A VTP application may be unsuccessful for reasons such as:

  • Invalid vaccination QR code
  • Incomplete and/or incorrect information submitted
  • Passport validity is less than 6 months

10. How do I change the validity of my VTP (Air)?

A VTP (Air) is valid for single entry into Singapore anytime from your intended date of entry and up to six calendar days after. If your travel plans change and you need to enter before or after the validity period, please submit a new VTP (Air) application.

12. How can I cancel my VTP (Air) as I no longer wish to travel to Singapore?

You do not need to cancel your VTP (Air). If you do not utilise your VTP (Air) within the validity period, it will automatically expire.

13. Can travellers use the VTP (Air) to transit/transfer through Singapore?

No, the VTP (Air) is for travellers who intend to enter Singapore and is not applicable for transfer/transit passengers. At this point in time, travellers will only be able to transfer through Singapore Changi Airport if they are travelling with an airline whose transfer routes have been approved by the Civil Aviation Authority of Singapore (CAAS). Travellers should confirm with their airline on their eligibility to transfer.
